Qualifications for Positions to be elected at the 2007 Diocesan Convention
Trustees & Council:
A nominee for the council should be a person having some familiarity with the organization and structure of the diocese as well as the work of the council. The person should be willing to take responsibility for the work of the council in implementing decisions of the Diocesan Convention, formulating long-range plans and making immediate decisions about the life and work of the diocese. The nominee should be prepared to deal with matters pertaining to the financial structure of the diocese in particular. The lay nominee should be an active, adult, confirmed communicant of a congregation in good standing, a faithful, committed believer in the Lord, and committed to the well-being of the diocese and the larger church. Trustees and Council meets five to six times a year, including two overnight retreats at All Saints’ Center. A trustee may be elected for two (2) successive terms after which at least one (1) year shall elapse before a Trustee may be re-elected. Partial terms shall not be considered in determining whether a Trustee has served two (2) consecutive terms.
Continuing members are the Rev. G. Patterson Connell (2008), the Rev. Mark Linder (2008), the Rev. Eva Markham (deacon, 2008), William Allbritten (2008), H. Gibbs Reese (2008), the Rev. Charles Hawkins (2009), Matthew Jaeger (2009) and Angela Koshewa (2009). Two presbyters and two laypersons (all three-year terms) will be elected to replace the Rev. Andre Trevathan, the Rev. William Watson, Sam Dorr and Barbara Merrick. One presbyter will be elected for a two-year term to replace the Rev. Ben Robertson.
Standing Committee:
The Standing Committee serves as the lay and clerical expression of ecclesiastical authority in the church and in the absence of the bishop may actually function corporately as the ecclesiastical authority of the diocese. The committee must approve all ordinations and all candidates for the ministry in the diocese as well as bishops elected for other dioceses. Upon the resignation of the bishop, the Standing Committee is responsible for the nomination process for a new bishop.
Nominees for the Standing Committee should be persons who can make decisions in the best interests of the national church and respond to questions relating to approval sought by other dioceses and involving our own diocesan structure. This will require willingness to understand and work within the canons of both the diocese and the national church. A lay nominee should be an active, adult, confirmed communicant in good standing in his/her own congregation and a faithful believer who is committed to the Lord and who is able to give time to the necessary meetings of the Standing Committee, which are about ten times a year for two to three hours each, and who is familiar with the life and work of the diocese. A clerical nominee should be canonically resident in the diocese either parochial or non-parochial. The clerical nominee, either presbyter or deacon, should be one who has been supportive of the work of the church and who does so in his/her present position, even though the nominee may disagree with some decisions. The clerical nominee needs to understand and be willing to work within the canons of the church, and should be one who has been in the diocese long enough to have acquired a sense of the working of the diocese as well as knowledge of individuals, conditions and situations. No member of the Standing Committee who has served any part of the term for which such member was elected by the Convention shall be eligible for re-election to the Standing Committee until an interval of one (1) year has elapsed. No person may be elected to the Standing Committee, or selected to fill a vacancy of an elected member, if the person is at the time of election, or selection, serving as a member of the Ecclesiastical Court.
Continuing members are the Rev. Suzanne Barrow (2008), the Rev. Eva Markham (deacon, 2008), the Rev. Paul Jeanes (2009), and Robert Nesmith (2009). One presbyter and one layperson (all three-year terms) will be elected to replace the Rev. John Hines and Ann Miller. One layperson will be elected for a one-year term to replace Carol Trevathan.
Trustees, the Bishop Dudley Memorial:
The responsibilities of the trustees are to provide for the investment of funds and for the expenditure of income thereof according to the requirements of the Charter of the Board. The income is to be used for the support of the episcopate. The nominee should have substantial understanding of financial matters and be willing to attend quarterly meetings with the trustees and representatives of the Louisville-based financial institution which manages the funds of the trust. No member who has served for any part of the term elected shall be eligible for re-election until an interval of one (1) year has elapsed.
Continuing members are Donald F. Kohler (2008), Kellie Mysinger (2008), Kent Preston (2008), Christopher (Kit) Kincaid (2009), Valerie Smallwood (2009), and David Willis (2009). Three laypersons will be elected for three-year terms to replace the Rev. William Brosend, Michele Hartung and Karl Lusk.
Trustees, the University of the South:
The person elected to this position will be part of the ultimate policy-making body of the University of the South, which includes the college, St. Luke’s Seminary and St. Andrew’s-Sewanee. The nominee should be willing to learn about the university, to represent it faithfully to the church in Kentucky and be willing to support its programs. Trustees are expected to attend one midweek meeting at the university in the fall of the year; they are not reimbursed for travel or lodging expenses. Additionally, each trustee is expected to make an annual, personal financial contribution to the university.
The continuing members are the Rev. E. Moray Peoples (2008), and Leslie Newman (2009). One layperson will be elected for a three-year term to replace Robert Nesmith.
Ecclesiastical Court:
The Ecclesiastical Court consists of five members of the clergy and four laypersons. All members of the court must be persons canonically resident within the diocese. The members of the court are elected for three-year terms and are eligible for re-election. The task of those elected is to try charges brought against members of the clergy for alleged violations of national canons providing for clergy discipline and standards of clergy conduct. All members should be emotionally mature, intelligent individuals, capable of understanding and evaluating evidence and able to be fair-minded and objective. Though their title is “members of the Court,” it is useful to think of their function as analogous to that of members of a jury in the secular court system. No person may be elected to the Ecclesiastical Court, or selected to fill a vacancy of an elected member, if the person is at the time of election or selection a current member of the Standing Committee or a past member of the Standing Committee which considered a Charge, Offense or Impairment (as such terms may be defined in the National Canons) that has not been fully resolved.
Continuing members are the Rev. Helen Jones (2008), the Rev. James Wilson (2008), Pat Abell (2008), the Rev. Rose Bogal-Allbritten (2009), the Rev. Ben Maas (2009), and John Bugbee (2009). One member of the clergy (presbyter or deacon) and two laypersons will be elected for three-year terms to replace the Rev. Barbara Kirk-Norris, Scott Kasierski and Susan Torok.
Cathedral Chapter Representative:
A diocesan representative may be either a presbyter or deacon canonically resident in the diocese, or an adult, confirmed communicant in good standing of a congregation— in union with the Convention of the Diocese of Kentucky. The term is for three years until the election of successors. Diocesan Representatives participate as voting members of the chapter but are not eligible to serve as senior warden, junior warden, treasurer or secretary of the chapter.
Continuing members are the Rev. Delinda Buie Stephens (2008) and the Rev. Jim Trimble (2009) One person (lay or clergy) will be elected for a three-year term to replace Patti LaMontagne.
Secretary of the Diocese:
A Secretary is elected immediately upon the opening of a convention for a term that begins at the end of that meeting and ends with the next “stated meeting of Convention.” The Secretary is expected to attend the convention as well as all meetings of Trustees and Council and its Executive Committee. The Secretary is expected to verify the minutes of these meetings and verify certain official documents. Further assistance will be provided by the Diocesan Office for the publication and distribution of the Annual Journal as required under Canon 9, Canons of the Diocese of Kentucky. This work is done in close cooperation with the Secretary, who verifies the accuracy of the journal. The current Secretary is Kay Shields Wilkinson.
Treasurer of the Diocese:
A Treasurer is elected for a three-year term and is responsible for receiving and disbursing all funds collected under the authority of the Convention. The Treasurer must provide the Finance Committee with a report at quarterly meetings. If the Treasurer has insufficient funds to meet the diocesan obligations, he or she must call upon the Finance Committee for assistance. The Treasurer also is responsible for presenting a full report each year at the diocesan convention. The current Treasurer is Donald Kohler.
